Vehicle Abatement
During the 1980's, legislation was enacted giving local governments the authority to abate abandoned vehicles from public as well as private properties. Although this legislation allowed for the abatement of abandoned vehicles it did not provide adequate resources for local agencies to address the problem.
In 1990, California Vehicle Code (CVC) Sections 22710 and 9250.7 were enacted which allowed for the establishment of Abandoned Vehicle Abatement by county based Service Authorities and provided a funding source to carry out Abandoned Vehicle Abatement (AVA) Plans.
On March 20, 1996, the KCAG Commission directed staff to develop an Abandoned Vehicle Abatement (AVA) Program and Plan for the Kings County area.
Since then, the County Board of Supervisors and the City Councils of all four Cities (Avenal, Corcoran, Hanford, and Lemoore) have adopted the required resolutions approving the AVA Program and Plan, Procedures and authorized a Joint Powers Agreement (JPA) to establish the Kings County AVA Service Authority.
The resulting Kings County AVA Plan was then submitted to the California Highway Patrol (CHP) by August 1, 1996, and was subsequently approved by the CHP on December 13, 1996.
